My 70 bus is making a grinding noise when I apply my brakes.
Does this mean new brakes?

Yes it does. Park it till you fix it or you'll be replacing a lot more parts. the grinding is metal to metal contact. Not good! The braking material is worn off of your shoe/pads depending on whether or not you have drum/disc brakes. The grinding sound is your drum/disc being ruined.

brought new shoes, but found out the noise was the return spring on the shoes broke.  Shoes are in good shape, so I am getting a spring kit and will replace all the spring while I got it apart
