Vent Window Latch Is Stuck Or What

I am very happy (ecstatic really) to have found this forum.

I just bought a 1977 bus and now I see that two of the vent window latches
are stuck in the open position and cannot be closed for anything. I'm afraid to
really tug on them for fear of breaking them right off. The action (it just moves
a tiny bit) seems to be bumping up against something internally. I could be wrong about that.

What gives here? I've attached a photo not of my latch -- just a photo I found.

P.S. Why does the black round thing rotate by design about 30 degrees? I can't see a
purpose in that.

P.S. Why does the black round thing rotate by design about 30 degrees? I can't see a
purpose in that.
Rotating the black knob unlocks the vent window for opening.

Spray with a "loose oil" leave for a while and then try ,its fairly straightforward ,should work ? get friend to press window from outside ,they (the mech.)are notoriously stiff in op. and if the origional fitted ones ,they are old/tired and yes weak and reasonable chance will break(sob !) the seal may have hardened (in fact,will have) so that aint gonna be helping your efforts, the real time joys of owning a design classic ! best wishes and well done u re buying your camper.

THE MAN IS RIGHT....NEITHER OF MINE OPENED WHEN I GOT MY BUS, A LITTLE WD-40 OR LITHEUM SPRAY OIL WILL DO THE TRICK.

Thank you all very much for answering my question. I will try the WD-40.
In the meantime, I'm still fascinated by this latch. What is inside of it? I mean
how does rotating the black knob communicate to the pivot point -- by a little
gear, a tiny cable, a ratchet and pawl?

hey ,ta for reply ,that WD40 is as it says on the tin a water dispersant ,its good ,but to release any thinnnng ! i find it so much better to use a proper "loose oil" > as regards your question about how internals of that latch works ? i am afraid i ,at present do not know , now , as a guy who insists on doing every repair/service/maintenance item myself, i"ll now have to go find out ,i will at some point report back! (slopes off muttering "bloody yanks ,got me there !.............ha ha !)
